CALIFORNIA’S FISCAL MELTDOWN
The State of California has incurred a short and long term
budget debt exceeding $200 billion, the largest State deficit
in the history of our nation! Nobody better understands
the extent of this debt and the resultant impact to the

Jarvis Taxpayers Association. Jon will be outlining the
limited options available in Sacramento and what we can
do to withstand the pressures to increase taxes, including

Threats
Associated with Water Quality and Use, and the Endangered
Species Act
There is no organization in the United States doing more
to protect private enterprise and private property as is
the Pacific Legal Foundation. Damien Schiff, a PLF attorney,
will outline the threats to our economy emanating from the
one-two punch of water quality regulations at the State
and Federal level, including Regional Water Quality Control
Boards, along with, the impacts of Endangered Species Act
enforcement issues. Issues ranging from the Delta Smelt
to the water quality test to determining toxicity levels
based upon the tolerance of a flea will be addressed. For
